Last Chance to Register for Alliance for Regional Stewardship 8th National Forum

The Alliance for Regional Stewardship (ARS) 8th National Forum will be a terrific opportunity to surf the leading edges of regional stewardship. With its theme, Regional Stewardship from the Top Down AND the Bottom Up, the conference will explore how state governments like Florida, Kentucky, Michigan and California are embracing regional approaches to problem solving.  At the same time, Forum participants will learn from each other and from national experts how to advance their own regional agendas by putting cutting edge communications, research, and organizing tools to work. And what better place for diverse and dynamic leaders to gather than in South Florida, one of America’s most energetic, diverse and dynamic regions?

Next Florida Design Institute Taking Place November 2nd and 3rd

Next Florida Design Institute Taking Place November 2nd and 3rdThe Florida Public Officials Design Institute at Abacoa, dedicated to improving South Florida communities by offering training in smart growth and design, will host its eighth session in Jupiter, Florida, on November 2nd & 3rd, 2006. Four public officials will learn first hand how to apply sound design principles to their cities, based upon the projects they have selected. November's session will include the communities of the City of Ft. Pierce, Indian River County, Town of Jupiter and Town of Sewall's Point.

The two-day session will begin with teams of design experts visiting the communities for site tours by the officials and presentations by staff. Later that evening, at 7 PM on November 2nd, there will be a free keynote lecture by Michael Wallwork, internationally recognized traffic engineer and transit designer, at the Florida Atlantic University Jupiter Campus Auditorium, which is open to the public (see below for details). The second day of the Design Institute will consist of an all day workshop during which the design team will address the challenges of each project. Through brainstorming sessions, the team suggests ideas, develops alternative solutions and makes recommendations. CUES Receives Two Coastal Grants

CUES Receives Two Coastal GrantsThe coastal program at CUES has received two grants, the first from the Bureau of Beaches and Coastal Systems at the Florida Department of Environmental Protection for $134,000 to continue its work on the Economics of Beaches with Dr. William Stronge.  The second grant for $180,000 is shared with the South Florida Regional Planning Council for implementation of the Monroe County Strategic Management Plan that the Planning Council and CUES completed last year.  CUES will collaborate with the Council on a Marina Siting Plan and a Working Waterfronts Preservation Master Plan, as well as lead the development of Land Development Regulations and Comprehensive Plan changes for Monroe County. The research is part of an effort to address waterfront redevelopment issues and preservation of marine facilities in Monroe County.  For more information on the projects, contact Dr. Lenore Alpert, principal investigator, at 954-762-5268, lalpert@fau.edu.

CUES Sponsor of Decision Makers Forum: Ag Lands, Development, and the Future of Florida

One thousand people a day and growing. The increase in population of Florida will continue to spiral upwards, which presents new challenges for finding land to develop for these folks to live and work.  Ag lands are the only thing left in much of Florida, especially in the southern part of the state, which is evidenced by the development initiatives already in place.  Come join us as we investigate what is happening on agricultural lands as they are developed and explore new and innovative ways to address growth management, development and environmental protection in this the newest Decision Makers Forum. This important event will take place Tuesday, November 14th at the Palm Beach County Convention Center.

News and Notes

Jim Murley, Director, made a presentation with Dr. Lenore Alpert of CUES and Ben Warner of the Jacksonville Community Council Inc. to the Century Commission for a Sustainable Florida on September 11, 2006, in Miami.

Dr. Lenore Alpert, Assistant Director of Research at CUES, presented a paper with Dr. William Stronge of FAU and Roxane Dow of the Florida Bureau of Beaches and Coastal Systems on “The Protection of Property Values by Restored Beaches: The 2004 Huricane Season.” The paper was presented at the 50th Annual Conference of the Florida Shore and Beach Preservation Association in Fort Lauderdale on September 13, 2006.  Later in September, Dr. Alpert made a presentation on the “Monroe County Marine Management Strategic Plan” at the States Organization for Boating Access Annual Conference. The conference “Charting Boating Access for the Future” was held on September 25, 2006 in Tampa, Florida.

“Building the Capacity to Act Regionally: Formation of the Regional Transportation Authority in South Florida,” an article by Dr. Lenore Alpert, Dr. Juliet Gainsborough and Dr. Allan Wallis, appeared in the November issue of Urban Affairs Review. The research was funded by a grant to CUES from the John D. and Catherine T. MacArthur Foundation.

Jim Murley, Director, served as a panelist at the “Cultivating Creative Communities: Local SolutionsàGlobal Success” Conference in Charlotte, NC on October 25. His presentation, part of a panel entitled, “Regional Visions that Work,” focused on the Center’s work on the Committee for a Sustainable Treasure Coast.

MaryBeth Burton, Assistant Director, served on a panel at the “Campus and Community Sustainability: Sharing Best Practices and Visions for Florida’s Future” on October 25. Her presentation was part of a panel entitled “Building Community Support for a Sustainable Vision: Lessons Learned and Resources On Hand.” She discussed the resources provided by the Center’s regional initiatives.

Design Institute Keynote Speaker
Please join us at 7 pm on November 2, 2006 on Florida Atlantic University's Jupiter Campus to hear Michael Wallwork, internationally recognized traffic engineer and transit designer, give a free lecture titled, "Transportation & Sense of Place – How to Have Both."  

Mr. Wallwork has more than 31 years experience in traffic engineering and transit design. He is highly regarded for his expertise in roundabout design, traffic calming, transportation design and training courses in these areas. Being from Down Under, he has a unique perspective on transportation planning and the creation of people friendly cities. Alternate Street Design, Mr. Wallwork’s company, is located in Orange Park, Florida.

This free event will begin with refreshments at 6:00 and the lecture at 7:00 in the Jupiter Campus Auditorium of Florida Atlantic University. [Directions]

This year many of the basic “rules of the game” about how to implement effective public/private partnerships for redevelopment have changed. The reason is the 2006 Florida legislation restricting the use of eminent domain. This legislation is in response to the backlash from the U.S. Supreme Court case of Kelo v. City of New London.

This year’s redevelopment series program focuses not only on the changes but also on how effective public/partnerships and land acquisition must now be done. Speakers include some of the best private and public sector practitioners from across the state. Whether you plan, regulate, consult or build in a redevelopment context, this program will provide valuable insight into the current politics and economics of working with Community Redevelopment Agencies. This event feature’s our own Frank Schnidman, and nationally and internationally known redevelopment expert.

“SOUTH FLORIDA: IN THE MIX”

Bound by the Everglades on one side and the Atlantic Ocean on the other, we are faced with many problems in the region.  Hurricanes, the lack of multicultural community planning, suburban sprawl, overwhelmed transportation infrastructures, growing disparity between the have and have-nots, a large aging populations, projected growth of 3 million more people over the next ten years, unique ecosystem, Brownfields, and a tourist hot spot…….Welcome to South Florida!

The issues facing planners in South Florida are both exciting opportunities and overwhelming obstacles.  The Board Members of the Florida Atlantic Planning Society have embraced the concept that planning in South Florida is like no other.  As such, FAPS is excited to present a Wednesday Night Lecture series that reflects the unique concerns that planners in this region are faced with.

“South Florida: In the Mix”
FAPS invites current and future planners, as well as other members of the community, to learn about and discuss the variety of planning topics that make South Florida an exciting place to live and grow.  Throughout this lecture series, these issues will be specifically related to South Florida.  The concept is to discuss the individual components that make up an effective plan.  We must stop thinking one-dimensionally and start thinking about the region as a sum of its parts.  We have decided to cover the topics that have and are continuing to shape our region.  By the end of the series, the idea is to formulate a concept on how to achieve the ultimate goal – better planning in South Florida.  Please join FAPS throughout the next few months at our upcoming lectures to learn what you can to do make a difference.

Developing New Urban Communities

Seminar Focus:
The Seaside Institute’s upcoming seminar, Developing New Urban Communities, will focus on the elements of the development process – design, financing, permitting, infrastructure, retail /town centers, working with contractors, affordable housing options and homeowner associations.

We will study projects ranging from resort communities and public private initiatives to developments using production building. The seminar will focus on major challenges and lessons learned.  Participants will also take part in a faculty-driven, hands-on project design workshop, will be taken on guided walking tours of local projects, including Watercolor, Alys Beach and a tour of Seaside with Town Founder Robert Davis. Participants are also encouraged to take part in question and answer sessions with the faculty.

This is the perfect opportunity to advance your knowledge of the New Urbanism, explore a few of the unique developments along Florida’s Emerald Coast and realize lessons learned from other successful communities around the country. You will take back the skills needed to help transform your cities, towns and neighborhoods.
